Unicode defines what an emoji means, not what it looks like. Apple, Google, Samsung, Microsoft and WhatsApp each draw their own version, which is why a message can land very differently from how it was sent. The classic example is the grinning face with smiling eyes, which Apple once drew with a pained grimace while everyone else drew a cheerful smile.
