Country or territory
A flag emoji is not a picture in the font. It is two letter symbols sitting next to each other, and your device draws the matching flag when it recognises the pair. That is why an unsupported device shows two plain letters instead.
Flags are the single hardest emoji group to recognise, and our traffic shows it. Ranked below are the flags that visitors paste into search by themselves, counted from our own Google Search Console records for 1 May to 17 August 2026. Andorra leads by a distance, which figures: a crest sitting on a vertical tricolour gives almost nothing away unless you already know the country.

There is no flag character in Unicode. Each flag is a pair of regional indicator symbols, one per letter, and the pair spells the country code from the ISO 3166-1 standard. Put the indicator for D next to the one for E and a supporting device draws the German flag. Nothing about the design is stored in the character itself, which is why the same code can render as a completely different drawing on another platform.
This also explains the most common complaint about flag emoji. Windows has never shipped country flag designs, so on a Windows desktop a flag arrives as two bare letters. The message is not broken and nothing was lost in sending: the reader is simply seeing the letters the flag is assembled from.
Several pairs differ only in a shade or a proportion, and they account for a good share of the searches above. If you are unsure which one you have, paste it into the box.
Chad / Romania
Nearly identical blue, yellow and red bands. Chad uses a deeper indigo, Romania a brighter cobalt. Romania sits in our top ten searches.
Indonesia / Monaco
Both are red over white with no other detail. Monaco is the squatter of the two, Indonesia the longer.
Netherlands / Luxembourg
Red, white and blue in the same order. Luxembourg uses a noticeably lighter blue.
Ireland / Cรดte d'Ivoire
Green, white and orange in one, orange, white and green in the other. The order is reversed.
Norway / Iceland
The same Nordic cross with the colours swapped: Norway is red with a blue cross, Iceland blue with a red one.
Australia / New Zealand
Both carry the Union Flag and the Southern Cross. New Zealand shows four red stars, Australia six white ones.

The device has no flag design for that pair of letters, so it falls back to drawing the letters themselves. Windows does this for every country flag. The character you sent is intact and will appear as a flag again for anyone on a platform that supports it.
There are 258 country and territory flags built from regional indicator pairs. A handful of other flags exist separately, including England, Scotland and Wales, which use a different and longer tag sequence rather than a two-letter code.
Only codes that Unicode recognises produce a flag. Pair two valid regional indicators for a country on the list and your device draws the flag; pair arbitrary letters and you simply see the letters, which is why invented flags do not work.
Each platform draws its own artwork for the same code. Shades, proportions and the amount of detail in a crest all vary, and that variation is a large part of why flags are the hardest emoji group to recognise.
Not in the list below, because they are built differently. England, Scotland and Wales use a tag sequence that spells out a longer region code, so they are not a regional indicator pair and will not resolve in the box above.
