Why Windows shows letters instead of flags

A flag emoji is two characters from a special 26-letter alphabet called regional indicators. 🇯🇵 is the indicator J followed by the indicator P, and a font that knows the pair swaps in Japan's flag. Microsoft's Segoe UI Emoji has artwork for thousands of emoji but leaves out national flags, so Windows draws the two letters on their own. Microsoft has not given an official reason that we could find; the explanation usually offered in its own support forums is that flags of disputed territories are a political minefield for a company selling software in every one of them. Whatever the reason, the flag itself survives: copy those two letters and paste them on a phone, and the flag appears.

Same computer, different browser, different result

Because the gap is in the font, the fix depends on which program draws the text. Chrome and Edge on Windows rely on Segoe UI Emoji, so they show letters. Firefox ships its own emoji font, Twemoji Mozilla, and uses it for flags, so the same page in Firefox on the same PC shows real flags. Apps that draw emoji from their own image sets show flags everywhere: Discord, WhatsApp on the web and desktop, and X in the browser all replace the letters with pictures. If you need flags on Windows for one site, switching browser is the quickest fix that does not involve installing anything.

Flags that do not exist as emoji

Unicode only recommends 259 two-letter flags and 3 subdivision flags, for England, Scotland and Wales. Every other region is missing on purpose. The tag system those three use can spell any ISO subdivision code, so a Texas flag (US-TX) or a Northern Ireland flag (GB-NIR) can technically be typed, but almost nothing will draw it. We checked all four image sets on 2026-10-18: OpenMoji has a Texas flag, the other three show a plain black flag, and none of the four has anything for Northern Ireland, which has had no official flag of its own since 1973. Kurdistan, Catalonia, Quebec and the Basque Country are in the same position.

When only some flags break

A phone that shows most flags but not one particular flag is usually just out of date. 🇨🇶 Sark was added in Emoji 16.0 in 2024, so any phone or app older than that shows the letters CQ. Twemoji 14, the last release Twitter itself published, has no Sark either, so sites and apps still using it show CQ too. Politics can hide a flag as well: iPhones set to the mainland China region do not display 🇹🇼, even though the same message shows the flag on the same model sold elsewhere. And on devices that do not support them, the three British subdivision flags fall back to a plain black flag 🏴, which looks like a deliberate choice but is just the first character of the sequence showing on its own.
