High demand, modest supply
The mismatch here is the interesting part. People look for penguin mashups more successfully than they look for shark or fire ones, and yet penguin has barely half the coverage of either. Twenty-three releases have added roughly 170 pairings between them since the debut batch. Heart eyes works and is the one most people want. Past the obvious choices the hit rate drops off quickly, so the grid above is worth scanning rather than guessing at.
Why the silhouette limits it
A penguin is a strong, recognisable shape: upright body, flippers, distinct white front. Every one of those features constrains where a partner emoji can go without the result stopping to look like a penguin. Emoji that reached complete coverage tend to be shapes you can overlay or fill rather than shapes you have to respect. This is the same reason wolf sits at 358 and dog at 356 while the mask, which is barely a shape at all, finished the grid.
